The overall aim of the programme is to facilitate cooperation in the field of higher education. Two types of cooperation have been established for this purpose:

  • Combined projects: these projects adopt an «upward» focus and are aimed at modernization and reform at the institutional level (universities). The aim of the combined projects is the modernization of study programmes and governance of the universities by the transfer of knowledge between universities, organizations and institutions in the EU and member countries, where applicable.
  • Structural measures: projects aimed at contributing to the development and reform of higher education systems in the member countries, improving their quality and relevance and promoting their development to the EU level. Structural measures will be specified in interventions aimed at supporting the structural reform of higher education systems and the elaboration of a strategic framework at national levels.

With the Tempus programme, the EU encourages institutions in Member States and associated countries to undertake combined European projects of a maximum of 3 years duration. The combined European projects should include at least one university in a country of destination, one university in a Member State, and an associated centre (university, business or institution) in another Member State.

The USC coordinates the Tempus MUQ programme (Management de Université pour la Qualité) and participates in the Tempus:
