Protocol of management and use of the USC Identity Card

TITLE

ABOUT THE USC IDENTITY CARD (UIC)

Article 1. Nature of the UIC

1. The University Identity Card (UIC) is the own instrument of identification of the University of Santiago de Compostela (USC), which identifies the holders as members of the USC internally and in certain relations with third persons, and it is used as a means to render services. The UIC identifies the holder with his/her name, photograph and the group of the university community he/she belongs to.

2. The UIC is the priority university card for internal relations and services rendered in the USC, notwithstanding the possibility of using other cards when exceptional circumstances advise so.

3. The UIC is a personal and non-transferable document that the University grants as a deposit while the relation with the USC lasts. Each beneficient must preserve the card in good conditions, use it personally and for legitimate uses and return it when the bond with the University stops in the group for which the card was assigned, or when the university requests it. Anyway, the loss of the bond means the automatic loss of efficiency for the associated services.

4. The use of the UIC could become compulsory in order to gain access to certain USC activities or services, through mechanisms or technologies approved by the ICT Area. In this way, according to the policy established by the ICT area, the card can incorporate the digital signature or contact technology as access requirements to certain university services and functions.

Article 2.- Issue

1. All members of the university community are entitled to the UIC, according to the provisions of article 5. The refusal to issue a card will only be made through motivated resolution.

2. The card, at the request of the University, will be issued by the Royal Spanish Mint or by a company of recognized reliability and technical capability to be determined. Financial entities under an agreement with the USC can collaborate on the issue of cards.

Article 3.- Associated services

1. The issue of the UIC will entitle access to the associated services, whenever the conditions for holding the card are satisfied. You must be required to present it to prove you are a member of the USC, or of the collective bodies, or for providing certain services.

2. The USC will define the services associated to the card, which can be different for each group.

3. The new services that request identification of USC users should base this identification upon the UIC. The incorporation of new services into the UIC must have the authorisation of the University and the bodies responsible for the management of the card must be informed.

4. The UIC can have associated financial services with collaborating entities of the USC, with prior consent of the holder.

Article 4.- Data protection

UIC holders data will appear in data files approved, declared and managed in accordance with the legislation of personal data protection. Holders may exercise their rights of access, rectification or cancellation according to the Law 15/1999, of December 13th, of personal data protection.

Article 5.- Beneficiaries

1. The following USC students will be beneficiaries of the UIC:

a)   Degree students of 1st and 2nd cycle of official studies or students of Higher Graduate Diplomas of USC own, attached or linked centres.

b)   Official or USC post-graduate students, Doctorate and "expert" continuing education students. The rest of the students of continuing education are excluded.

c)   Students of the CAP, of Criminology and of the School of Legal Practice.

d)   Students of other universities who study at the USC within the frame of SICUE/ERASMUS and other exchange programmes, either official or established in agreement by the USC, provided that their stay is longer than six months.

e)   Fourth Cycle students.

 

2. The following members of the teaching and research staff (TRS), researchers in training and teaching collaborators of the USC will be beneficiaries of the UIC:

a)   Staff of university faculty.

b)   Hired teaching and research staff and professor emerita.

c)   Staff with administrative contract under the provisions of the LRU.

d)   Staff of the “Ramón y Cajal” or “ Isidro Parga Pondal” Programmes

e)   Hired Staff of Research Projects with longer duration than six months.

f)    Visiting teachers.

g)   Researchers in training defined by art. 34 of the USC Statutes.

h)   Grant holders of research projects with a scholarship of longer duration than six months.

i)     Teaching collaborators, providing that it is specified in an agreement; and particularly those recognized under the provision of agreements with health institutions.

 

3. The following members of administration and services staff (ASS) of the USC will be beneficiaries of the UIC:

a)   Civil servant staff.

b)   Staff with open-ended contract.

c)   Staff with contract of longer duration than six months, including the staff with work or service contract for research projects.

 

4. Members of the Social Council not included above will also be beneficiaries of the UIC.

 

TITLE II

OF OTHER UNIVERSITY CARDS

Article 6.- Cards for users outside the USC

1. The University of Santiago de Compostela, with the aim of identifying and provide access to services for users who are not members of the university community, can issue identity cards with the same format than the UIC, but with some difference, such as the colour or other external characteristics, and will visibly show “User of the USC”. This card won't be used to identify the holder as a member of the USC community.

Article 7.- Cards for collaborators

With the aim of providing access to the university services, provisional cards can be issued to collaborators of the USC. The University can issue these temporary cards on personal request and assignment. In the section corresponding to group it bears "USC collaborator". This card will only be valid for internal identification at the University. The staff of USC operating companies can also request and obtain one of these cards.

This card temporarily identifies the holder within the USC.

Article 8.- Cards  for members of the Association of USC Former Students and Alumni

1. Cards for members of the Association of USC Former Students

The University can issue cards as an identifying element of the members of the Association of USC Former Students for those members who do not have the UIC. These cards must have a different colour from those of identification of USC staff and students or have a distinct logo in order to distinguish it from the UIC.

2. Cards for alumni of the University of Santiago de Compostela

The USC, following the previously established criteria, can issue cards to alumni of the University of Santiago de Compostela with the aim of providing them access to certain functions and services.

 

TITLE III

ON THE MANAGEMENT OF THE USC IDENTITY CARD

Article 9.- Management of the UIC

1. The University will assign, totally or partially, staff to manage the UIC with the aim of dealing with enquiries, modifying categories and solving incidences and problems.

2. The operational management of the UIC corresponds to the Vice-rectorate of Students and Institutional Relations, with powers to interpret the current protocol.

3. Regarding the technological aspects, the UIC is responsibility of the Information and Communication Technologies Area, both in the internal field of the USC and in relation with external suppliers and entities.

Article 10.- Registration and change of category

1. The registration will be automatic, either on individual request or officially.

2. The change of category should be notified to the University so that it can procceed to the issue of the new UIC.

Article 11.- Codification

The USC is in charge of codifying the categories. Mixed categories (ASS-student, teacher-ASS, etc.) and specific temporary categories for academic posts can be included.

Article 12.- Expiration

The cards will be generally issued for a period of five years, and for a period of two years in case of students of second cycle, ICE, School of Legal Practice, Criminology, Fourth Cycle, exchange programs, Postgraduate programs, associated teachers, visiting teachers, staff for projects and researchers in training. The validity of USC user and collaborator cards will also be valid for two years. Other periods of validity can be established if special circumstances require  so.

Transitional provision

1. USC bodies and services which identify their members or users through cards different to the UIC can keep them as a means of identification and management, until it is adapted to the provisions of this Protocol on the preferential nature of the UIC as an instrument of identification in the USC.

2. Card renewals in accordance with the new designations will be progressively made within two years and, in any case, on the occasion of the new issue.

3. The incorporation of services to the UIC can lead to card renewal for certain groups prior to the expiry date.

Final provision

This Protocol will be effective on the following day after its approval by the Governing Council of the University of Santiago de Compostela.
