Within the works to create this market, the European Parliament and the European Council published one directive concerning common rules for the internal market in electricity (Directive 2003/54/CE), establishing common rules for the generation, transmission and distribution of electricity. It lays down the modalities of organization and functioning of the electricity sector, access to the market, the criteria and procedures applicable to the operation of networks. It places an obligation on Member States to take the measures necessary to attain clearly defined objectives such as the protection of vulnerable customers, the protection of the consumers´ fundamental rights and the economic and social cohesion.
