ACADEMIC PROCEDURES

SERVICES FOR STUDENTS

PRACTICAL LIFE AT THE UNIVERSITY

Welcome Speech of the Rector

As the rector of the University of Santiago de Compostela (USC), I would like to welcome you to this public institution of higher Education. Maintaining an academic tradition of more than 500 years, the USC aims to provide students with high-quality learning and research. These high standards also extend to its different services as well as to its social and environmental needs. Organised into two campus, one located in Lugo and the other in Santiago de Compostela, the USC ranges over the whole five areas of kwnoledge: Experimental Sciences, Health Sciences, Social and Legal Sciences, Technical Sciences and Humanities. Moreover, the USC is an institution that shows an intense research activity, developed by its 72 departments, 18 research institutes and by more than 1600 researchers, all of them coordinated by the Innovation and Technological Transfer Centre (CITT).

The history of the USC constitutes a legacy we are proud of, represented in its architectural, art and bibliographical heritage, which is still alive as nowadays continues to do great service to our society.

From Galicia, our university is projected to the European technological and scientific development. Thus, its main aim is to play a relevant role in the framework of European Higher Learning Space, which is made in agreement with the Bologna Declaration, as well as to achieve closer bonds with the Latin American University community. In relation to this, it is worth mentioning that during the 2004 academic year, our university is organizing activities related to the programme The Ways of the USC in America, the already held Iberoamerican Conference of Rectors and Responsibles of International Relationships being an outstanding example of it, that resulted in the Declaration of Compostela, signed by more than 200 Iberoamerican Universities.

This Instituion will show you an evolving university that does not forget the richness of its history, profits from its five-century heritage, and tries to go futher so as to consolidate itself as a prestigious university within the current dynamic world. In essence, our University puts its knowledge and leadership in the service of the demands of our society.

While hoping that this guide is of interest of anyone thinking of visiting the USC it has been written primarly with international exchange students in mind. It contains important information about how to apply as an exchange student, what to do about accommodation and other practical issues related to your stay. Nevertheless, it is not possible to answer all questions in one booklet, but I do hope it covers most of them.

The USC welcomes al the people, wherever they come from arriving to our institution. This Institution has had the wisdom to create a spirit of warm welcome and harmony, looking for the understanding between men who go beyond the merely intellectual and scientific aspect, arising a deep humanist concept based in the respect and cohabitacion with everybody. With this spirirt we welcome you and wish you to become a member of our family.

Senen Barro Ameneiro

Rector of the University of Santiago de Compostela

Universidade de Santiago de Compostela (past , present , future)

  • With more than five hundred years of teaching experience, the University of Santiago de Compostela is today one of Spain's more prestigious institutions. A multitude of graduates have taken advantage of an excellent staff of professors with a proven record of teaching and investigative skills, more than seventy degree courses and fifty doctoral programmes in various areas of knowledge.
  • The USC is directly committed to the quality of learning, research and services, as stated in its Strategic Plan, by means of which it aims to project itself to the future in order to transform its present and to solve the different demands of society. The efforts made in these last years justify the existence of a Vice-rectorship of Quality and Strategic Plannig which allows for the promotion of a higher quality quota in the different fields and activities of the USC. However, it is the joint work done in our centres, departments, institutes of research and services what ultimately guarantees our progress in quality matters.
  • We must be aware that a new model of university is being created with the intention of reflecting the "post-industrial" world. At the USC, this model implies the preservation of the characteristic features that define our university as an educative institution committed to the transmission both of knowledge and of the innovative results that emerge from research, thus helping to surmount those results left behind by the social, cultural, economic and technological transformations. In this way, the USC aims to go on being a model for our society that contributes to a sustainable development. In line with this, this web soon became a promotor of education, research and services. Besides this, it is an excellent letter of introduction to the USC, showing its identity, its work and its projects.
  • The University offers an important cultural programme every year: concerts, conferences, plays and exhibitions. Its students also enjoy the use of the University's modern facilities, including an indoor swimming pool, athletics stadium, tennis courts, basketball courts, football and hockey pitches, or the Sports Hall. All University facilities are designed to respond to our students' needs. Thus, we may guarantee their continued personal and intellectual enrichment, while having the opportunity to live alongside people from a wide range of countries, cultures and traditions, participating in our International Courses.
  • As it was said, the University of Santiago de Compostela is organized into two campuses: one is located in Santiago de Compostela and the other in Lugo. Both campuses complement each other, aiming to construct a unity despite the different specializations offered by each of them. In terms of human resources, the University has more than 2,000 teachers involved in study and research and 35,000 students. With regard to its international relations, the USC offers programs to international students from all over the world. Students attend regular university courses together with Galician students, and classes may be taught in Spanish or Galician, the two official languages of the Autonomous Community.

SPAIN, GALICIA, SANTIAGO DE COMPOSTELA AND LUGO

Galicia

Galicia is an autonomous region placed in the Northwest of Spain. Its capital city is Santiago de Compostela, placed in the province named A Coruña. With nearly three millions, Galicia lies in the Northwest of the Iberian Peninsula. Its important cultural history, founded on deeply seated Celtic roots and an intense process of romanisation, may be seen and felt through its language, cities and sanctuaries.

An example is the ancient walls that surround the city of Lugo, which grew around a Roman military base. However, Santiago de Compostela, a city that gave rise to one of Europe's most important pilgrims' roads, offers the finest example.

This beautiful old city competes with cultural centres of Western Christianity such as Jerusalem or Rome. This and other cities, such as A Coruña, Vigo, Pontevedra, Ourense, Betanzos and Mondoñedo, together with a network of smaller towns and villages, give Galicia a distinct historical personality. All these places may be reached in less than an hour from Santiago.

The time of year chosen to visit Galicia is of little importance. Its weather is wet but warm extended throughout the whole year. The beauty of our landscape (known as "Spain's green corner") and our city's history mean visitors may also enjoy a wide range of leisure and cultural activities.

Selected links about Galicia

Santiago de Compostela

  • Santiago is a profound historical city, declared Patrimony of Humanity by UNESCO in 1985, which throughout the centuries has received and given shelter to the many thousands of pilgrims who have come to the tomb of the Apostle St. James, following the Pilgrim's Way. It has one of Spain's most beautiful monumental areas, and is, through tradition and personality, famous for its hospitality; an open city which strives to display its history and its legends, and to share the beauty and fascination of its streets and squares. A city built to be enjoyed: peaceful, relaxed, and safe.
  • Its attraction lies both in its cultural and historical heritage, as well as in the hustle and bustle of its daily life and the vitality of its people. In autumn and winter, the streets are filled with the students enrolled in the different departments of a University with more than 500 years of history. These students also take part in the diverse cultural activities organized either by the university or other public and private organisations which take place throughout the academic year: film festivals, conferences, plays, talks, meetings, congresses and concerts.

  • Students quickly adapt to this small university town with its lively nightlife, and soon become part of it. This atmosphere of friendship and entertainment continues throughout the summer, with the arrival of pilgrims, tourists and visitors of all nationalities.
  • The city's particular geographical situation combined with an excellent network of communications means that visitors can easily travel to areas of outstanding natural, historical or cultural beauty. Our coastline abounds with memorable beaches and fishing villages, while the interior offers a wide variety of mountainous landscapes.

Lugo

Lugo is the capital city of the province with the same name. Its population is of nearly 90,000 people, and there you can find one of the two campuses belonging to the University of Santiago de Compostela. The main attraction of the city is its Roman Wall, the best-preserved fortification of the Iberian Peninsula among those of its time. Its current aspect fits almost entirely its original configuration, and it has a perimeter of 2,117 metres, according to the latest measures.

The coastal strip (A Mariña), the rolling tableland (Terra Chá) and the mountains in the east, and the ranges known as Os Ancares and O Caurel are the three natural regions that make up the province of Lugo in the Northeast of Galicia. The tableland, traversed by the course of the River Miño, along the upper reaches stands the city of Lugo. It is a little cold and damp in winter but extremely pleasant during the long summer months. Lugo has a good road network.

IMMIGRATION PROCEDURES

If you are a national of the European Union then you only required a valid passport or a national identity card to obtain entry to Spain. You are advised to have your letter of admission with you on arrival.

In case you are not an EU national or a national of the European Economic Area, you should contact the nearest Spanish Embassy or Consulate at least one month and not more than six months before you intend to travel to Spain. You may need a visa or an Entry Certificate. Citizens from EU-countries, as well as those coming from some other countries (it will always be essential to get information regarding particular cases) do not need visa in order to enter Spain and stay for a maximum of three months in the country.

For longer stays it will always be necessary to obtain from the proper authorities (Ministerio del Interior and Police Department) the corresponding authorisation. For this purpose you will have to justify the reasons of your stay and that you have enough economic resources. In the case of UE-citizens, it is convenient to keep police authorities informed, though it will not be compulsory.

In case you are not an EU student you must:

  1. Collect in the International Office a document proving you have enrolled as a USC student and that you are a scholarship holder (amount of money you are getting) or in case you are not a scholarship holder, a certificate that proves your monthly income.
  2. Bring, together with this document:
    • 2 photos
    • a photocopy of your passport
    • a copy of your health insurance documentation
  3. Go to the police station and give in all these documents in order to get your identification number (NIE).

FACULTIES AND SCHOOLS

General Information about the Study Programmes

  • The University of Santiago de Compostela has divided the degrees offered into two types of cycles:
First or short cycle studies. This cycle lasts three years and is made up of the basic elements of general University education along with subjects leading to a professional qualification. It consists of a minimum of 180 credits corresponding to the awarding of the Diploma, or Technical Engineering degrees. In some cases it is possible to move directly on to the second cycle of studies, depending on the requirements of the individual programme.
  • First and second or long cycle studies. This programme is made up of two cycles. The first cycle must last for at least two years and include basic and general studies. The second has also a minimum of two years and focuses on the professional field pursued by the programme. It has a minimum requirement of 300 credit hours and corresponds to the awarding of a B.A., B.Sc., or Engineering degrees.
Once this programme has been successfully completed students may apply for entry into the third cycle (doctoral programmes).
  • Study programmes which only include the second cycle. These programmes allow students to acquire bachelor degrees ( "licenciatura"). These programmes must have a minimum of 120 credit hours. Admission is gained through certain first cycle programmes regardless of whether a first cycle degree has been awarded when, and if, all official requirements have been met.
  • These requirements are known as pasarelas and are needed when a student wishes to enter a second cycle programme which does not correspond to the first cycle programme he or she has completed. These requirements are set by the Ministry of Education.
  • The study programmes reform has introduced the term credit as the official unit of study, with one credit being the equivalent of 10 hours of either course or practical classes.

The term credit has the following functions:

  • In the study programme, it quantifies the minimum standards needed for achieving a specific degree.
  • In subject terminology it expresses its extension in the study programme.
  • Credit correspondence may change in conjunction with the study programme.
  • Students, in order to obtain the corresponding degree to a specific programme, must pass the minimum required number of credits. This is known as overall credit load.

The new study programmes are organized in terms of subjects, which are classified in the following way:

  • Core Subjects: These are mandatory and common to all the Spanish State Universities. They are set by the Ministry of Education.
  • Compulsory Subjects: These are chosen by each university, within a specific major programme and are also mandatory.
  • Free Choice Subjects: These are subjects not included in the major programme, which students are free to choose. At least 10% of the subjects selected must meet this criteria.
  • The Study Programme must also specify the total number of credits selected.
  • Prerequisite: The condition of having successfully completed a certain course before being allowed to enrol in another.
  • Interrelated courses: The condition of passing one course before being able to pass another.
  • Co-requisite: When two or more courses are co-requisites it means that all the co-requisite courses must be passed before receiving credit for any of them.

It is important to notice that the new study programmes offer the possibility to obtain university credits through work done in both private and public institutions, according to guidelines put forth within the plan.

ACCOMMODATION

The USC has several Halls of Residence, which are managed by the University Service of Residences (SUR). This service provides accommodation to students and other USC members, as well as other people taking part in USC activities. At the same time, it promotes a comprehensive education of students through the carrying out of cultural, social and sports activities.

You may fill the application form at the following address: http://www.usc.es/gl/servizos/sur/index.jsp
Every year a limited number of rooms are available for International students. Those students belonging to universities that have a signed Bilateral Agreement with the USC are given priority. In the placement process would be taken into account the students´ length of stay at the USC (full academic year, semester, trimester) The application process usually starts in June and finishes in July with the final list of selected students that is published in the web site.

(Certificates issued in other language than Spanish or Galician must be accompanied by a translation).

Further applications will be depending on the availability of residence rooms. A reservation list is made with the unsuccessful applications in the eventuality of having cancellations. Summer residence places are announced in May, and the process finishes in July. As deadlines may change from year to year, remember to check them in our web site. As we do not have enough rooms in our university residences for all the international students coming to the USC, we give preference to those coming for the whole academic year (9 months). For those students that don´t have university accommodation either because there are not enough rooms available or those who prefer private accommodation, we are able to help them to find private accommodation in Santiago de Compostela. We have appointed Mrs. Maria Garcia Penas (e-mail: vre307@si.usc.es ) as accommodation Officer, responsible for helping international students to find private accommodation.

B. 3rd CYCLE STUDENTS AND RESEARCHERS IN EDUCATION
The academic score for those who begin 3rd year studies will come given by the average mark obtained in the 1st and 2nd year studies. Those who were residents in the previous year, in the 1st and 2nd year sector, will have the right to readmission provided they complete the requirements established in this summons for such condition.

Those who were already residents in the year 2004-2005, for this sector, must have passed the 50% of the credits in those that they were matriculated.

The new admission researchers in education will have to be matriculated in the stage of thesis with a dedication equal to or greater than part-time or to be funded for public category research. The criterion for the adjudication of places in these cases will be the order of presentation of application. The researchers in education who were already residents will have the right of readmission provided they complete the established requirements in this summons.

In all cases the economic score will be that to which they correspond in accordance with that stipulated in the previous section.

C. PROGRAMMES OF MOBILITY AND EXCHANGE
In programmes of mobility and exchange, national or international, they will have preference, first, those students coming from universities that have bilateral agreement signed with the USC. In second place, the longest time of permanence in the USC will be used as criterion, and in third place, the date of presentation of the application.

The students in this sector who want the economic score taken into account to opt for the allocation of the established quotas in point 2, have to submit, together with the application, the required documentation in point 14.A or, if this is not relevant, the necessary document to accredit their economic circumstances (any kind of income from the computable members of the family unit, retention, deductions, grants, etc.). Should this document not be forwarded, the student will pay the price corresponding to the place without subsidy.

D. POSTGRADUATE AND CAP STUDENTS OR EQUIVALENT

1. 1. Readmission postgraduate students.
It is only possible for those students that were already residents in the year 2004-05, and need accommodation tol continue the postgraduate course for which they were admitted.

In this case, the criteria for the allocation of places would be the average mark obtained in 1st and 2nd year, the duration of the course and the order of arrival.

The students of this sector who are willing to apply for allocation of Quota E, have to submit, together with their application, the required documentation in point 14.A or, if this is not relevant, the necessary to accredit their economic circumstances (any kind of income from the computable members of the family unit, retention, deductions, grants, etc.). To that effect, the management of the college or residence will initiate proceedings to accredit this circumstance giving, in all cases, audience to the person or persons affected. The resolution will be dictated by the director of the centre and against it the resource of overrule will be able to be put before the rector. In all cases, and for efficiency in the resolution of the management, it will be adopted before the end of the established time period for the presentation of place application for readmission students. KNOWLEDGE OF SPANISH

In order to study in Spanish universities it is essential to have a good knowledge of Spanish, because lectures are normally taught in this language. You must also take into account that in some Spanish self-governing regions there are two official languages, such as in the Autonomous Community of Galicia. Therefore USC modules may be taught either in Spanish or Galician.

SPANISH LANGUAGE COURSES (free for Erasmus Students)

The University of Santiago de Compostela organises Spanish language courses for foreign students addressed to anybody who wishes to learn and perfect the Spanish language, while experiencing our culture at first hand. This wide experience accumulated over the years, as well as the prestige of the University of Santiago de Compostela and its professors, guarantee the greatest possibilities of learning the language.

The Centro de Lenguas Modernas (Modern Languages Center), the USC modern languages Center, is a university service offering courses in German, Arabic, Check, French, English, Italian, Russian and Japanese together with the courses of Spanish language and culture for International Erasmus Students.

The Centro de Lenguas Modernas (Modern Languages Center) is placed in the first floor of the School of Philology (North Campus) in Santiago's Campus, and in the Faculty of Humanities in Lugo's Campus. Free Spanish courses addressed to incoming Erasmus students are available here. In order to apply for these courses Erasmus students must tick this option in their USC Erasmus application form, available in our web site.

At their arrival, Erasmus students will have to take a level exam to assess their knowledge of Spanish and assign them the group that best suits them. Level examination dates may change from year to year, so you are advised to check the Modern Languages Center web site from time to time.

Students are given the opportunity to take an intensive or an ordinary course. Intensive courses take place in September and February, and are elementary Spanish courses. Four-month courses take place from October to January and from February to June. Students are required to have some knowledge of Spanish to take a four-month course. Courses addressed to Erasmus students are free of charge.

Courses are structured in three levels: elementary, intermediate and advanced. The main aim of these courses is to provide students with a first approach to Galician language and socio-cultural aspects. Extensive coverage is given not only to both written and oral skills but also to the history of literature, geography, arts, etc. Trips to the most outstanding Galician towns are also organized.

PRACTICAL LIFE AT THE UNIVERSITY

ESTIMATED COST OF LIVING

The cost of living in Spain is below the average comparable to the rest of Europe. Moreover, Santiago de Compostela and Lugo are cheaper than big cities like Madrid or Barcelona. A single student is advised to have available approximately 500€ per month to cover the cost of food, accommodation,

  • Rent (depending on how central you live and on the fact whether you live alone or share the flat)
    90€-130€ plus bills (40€)
  • Food - 120€
  • For books, leisure time and other costs - 220€

Being Santiago and Lugo quite small cities you do not need to spend money on transport as you can get everywhere walking no more than 45 minutes. Anyway, there is a special Bus Pass for university students available at the University Shop (UNITENDA) or at the Vice-Rectorship of Culture. The Bus Pass must be collected on request addressed to the Vice- Rectorship or filling the application form available in: http://www.xestion.usc.es/vrest/Transporte/formulario.html

The cost of textbooks is very low, since most of the textbooks can be borrowed from the University Library. There are always unanticipated expenses for the traveller and the intellectually curious student.

CURRENCY

Currency is exclusively the EURO from March 2002 on, as all countries belonging to the European Union (except U.K.). It is divided into one hundred cents (100 c). Notes are issued to the value of 5, 10, 20, 50, 100, 200 and 500€.

Coins are issued to the value of 2€, 1€, 50 cents, 20 cents, 10 cents, 5 cents, 2 cents and 1 cent. Mastercard and Visa are widely accepted in shops and restaurants. Diner's Club and American Express are less widely accepted. Banks are open from 8:30 or 9:00am to 2:00pm Monday to Friday. There is a branch of Caixa Galicia in the University area (south campus - Santiago). Exchange offices may be mainly found in the old part of the city of Santiago and in some banks. Value Added Tax (VAT - IVA) is charged at 16% on most goods bought in Spain.

WEATHER AND CLIMATE

The climate differs from that of the South and the centre of Spain: it is temperate and rather humid and the general trend is that winters are rainy and cloudy and summers are rather sunny. Winter minimal temperatures are about 5 degC while during the summer season maximum temperatures are around 28 degC. The current weather in Santiago and Lugo can be checked in the Internet at the following address: http://www.usc.es

ELECTRICITY

The voltage in Spain is 220V

International adapters can be bought in local hardware shops

PERSONAL SAFETY

Both Santiago and Lugo are quiet cities, having the lowest criminality rate in the whole Spain. Taking the basic security measures it is enough to find personal safety in Galicia and its cities.
